The general terms say 'private, non-commercial use' and allow commercial use only where extra terms permit it. The FAQ says it depends. The US version of the terms differs (TikTok USDS Joint Venture; the licence is limited to providing the Services). We couldn't find any published 'additional terms' granting commercial use.
